FEMA and FCC Plan Nationwide Emergency Alert Test for Oct. 4, 2023

Test Messages Will be Sent to All TVs, Radios and Cell Phones

WASHINGTON — FEMA, in coordination with the Federal Communications Commission (FCC), will conduct a nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA) this fall.

The national test will consist of two portions, testing WEA and EAS capabilities. Both tests are scheduled to begin at approximately 2:20 p.m. ET on Wednesday, Oct. 4.

The WEA portion of the test will be directed to all consumer cell phones. This will be the third nationwide test, but the second test to all cellular devices. The test message will display in either English or in Spanish, depending on the language settings of the wireless handset.

The EAS portion of the test will be sent to radios and televisions. This will be the seventh nationwide EAS test.

FEMA and the FCC are coordinating with EAS participants, wireless providers, emergency managers and other stakeholders in preparation for this national test to minimize confusion and to maximize the public safety value of the test.

The purpose of the Oct. 4 test is to ensure that the systems continue to be effective means of warning the public about emergencies, particularly those on the national level. In case the Oct. 4 test is postponed due to widespread severe weather or other significant events, the back-up testing date is Oct. 11.

The WEA portion of the test will be initiated using FEMA’s Integrated Public Alert and Warning System (IPAWS), a centralized internet-based system administered by FEMA that enables authorities to send authenticated emergency messages to the public through multiple communications networks. The WEA test will be administered via a code sent to cell phones.

This year the EAS message will be disseminated as a Common Alerting Protocol (CAP) message via the Integrated Public Alert and Warning System-Open Platform for Emergency Networks (IPAWS-OPEN).

All wireless phones should receive the message only once. The following can be expected from the nationwide WEA test:

  • Beginning at approximately 2:20 p.m. ET, cell towers will broadcast the test for approximately 30 minutes. During this time, WEA-compatible wireless phones that are switched on, within range of an active cell tower, and whose wireless provider participates in WEA, should be capable of receiving the test message.
  • For consumers, the message that appears on their phones will read: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”
  • Phones with the main menu set to Spanish will display: “ESTA ES UNA PRUEBA del Sistema Nacional de Alerta de Emergencia. No se necesita acción.”

WEA alerts are created and sent by authorized federal, state, local, tribal and territorial government agencies through IPAWS to participating wireless providers, which deliver the alerts to compatible handsets in geo-targeted areas. To help ensure that these alerts are accessible to the entire public, including people with disabilities, the alerts are accompanied by a unique tone and vibration.

Important information about the EAS test:

  • The EAS port ion of the test is scheduled to last approximately one minute and will be conducted with the participation of radio and television broadcasters, cable systems, satellite radio and television providers and wireline video providers.
  • The test message will be similar to the regular monthly EAS test messages with which the public is familiar. It will state: “This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 14:20 to 14:50 hours ET. This is only a test. No action is required by the public.

If this were 2016, I would agree whole heartedly agree with these comments. I speak with authority. I have been in the cellular industry since the 80’s as an engineer. I am personally responsibly for putting up all the G’s across the entire country. This alert system works perfectly fine. There is no technical reason to test a system on this scale. My only theory for why they are doing this is to “feed” AI with data/information. This is 2023 everything should be questioned especially perfectly working systems on this scale.. At the very least we should be asking, why.

I have no idea right, wrong or indifferent if the government is doing anything on this alert. What I do see is folks inability to turn their phones off. Almost the entire time growing up my family did not have a phone. Eating was more important than a phone. When we did get one it sat idle almost the entire time. Only rarely did we get a call. After I was married the wife and I were often too poor to justify a phone and, again, when we did have one it hung idly on the wall.
I am not married to these damn phones. I have one but seldom carry it. I look at it a couple of times a day to see if I need to call anyone back. The rest of the time it sets on the table by this computer. If mine is off tomorrow like as not it will because I forgot to charge it again or I forgot to turn it on when I woke up.
My advice, get a life.

Don’t know if this is how they do it everywhere, but here on the first Wednesday (10/4/23) of the month at 1:00 PM Central they sound the air raid sirens. So, right after the air raid sirens are done, they’ll fire off these alarms on everyone’s cell phones.

Hopefully everybody will freak out like with the Orson Welles “War of the Worlds” broadcast and start jumping out of high-rise windows. Or hang themselves or tie a plastic bag around their heads.

I’m pretty sure we have zero risk from an “air raid”. The RS-28 Sarmat, on the other hand …

In my hometown they used to blow the Air Raid siren in the central fire station every day at 6:45 A.M., Noon and 6;45 P.M., it was a holdover from when the town was small farms and mills, and workers in the fields had to be informed to come in for breakfast, lunch and supper. When I worked down in the Town Yard and walked to work every day, I knew if I was going to be on time for work if I had reached a certain point when I heard the morning siren. It was comforting in a way, and helped keep track of time during the day.
However a bunch of the Harvard types who were priced out of Cambridge moved in and didn’t like the 6:45 A. M. horn taking away from their beauty sleep. So eventually, after enough of them had moved into town and took it over they went to Town Meeting and ended the siren.

I normally would not put much stock in an event like this, but besides not trusting our government to do anything helpful to or for us, there are a few things which bother me.

First, there is the nuclear bomb test drill that Russia just had, where they specifically mentioned NATO being the aggressors. They have never done this before, had a nationwide nuclear test drill; and it happens (un)coincidentally just days before we, too, are having an unprecedented national “test” for our Emergency Alert Systems.

Is anybody else starting to put this thing together yet?

Second, I have been waiting all along to see how our government was going to suspend the ’24 elections, and I believe I am seeing a primer operation. This is all about legitimizing the alert system and also about how many phones and other devices are reachable, and how it affects those devices. I would not put it above these people to “tag” everything with something which could override all our communications devices so we cannot talk to each other whenever the crisis they plan is implemented.

If they have a State of Emergency — such as in a hot war — the government can shut everything down, declare martial law, and control all information. Russia is running drills about just such a war, conveniently around the time we “test” the alert system which we would use for the same purpose.

I hope I am wrong, but I think they are going to hit us with the False Flag we have all been expecting, and there will be “nuclear” weapons involved. Russia just proved to me they are absolutely on-board with the NWO; they are playing their part in this game. Communism never truly left Russia, it went underground like here in America until both sides were powerful enough to subjugate the masses. They have consolidated their techno-gulag.

Is it any wonder this stuff is all happening in October?

I may go the Faraday route. Turning off your phone may not work. Did you know if you wrap your phone in 4 layers of heavy duty foil that has been crumpled then flattened out it works like a Faraday? Make sure there are no holes so you have to handle it carefully. Laugh and DV if you want but you can test it by having someone try to call you. You can leave it on and it will go straight to VM.
