There’s zero chance that Jefferson misused “was” in place of “were”.

You don’t get to decide whether “Government” is thought of in the singular or the plural, dick face.

The grammar itself definitively shows how the writer thought of it in that moment.

Were is correct in that context, and Jefferson knew it. Grammar is part of our society; its degradation damages our society.

The attribution may be fake, but it’s still a statement of fact and of historical precedent.
